Overview
An MEP (Mechanical, Electrical, and Plumbing) Senior Quantity Surveyor (QS) is responsible for managing all aspects of the contractual and financial side of construction projects specially MEP Works. They ensure that projects are completed within budget while maintaining high-quality standards. The role involves cost estimation, procurement, contract administration, and financial reporting.
Main Responsibilities:
Preparing tenders, tender documents, contracts, negotiating price and scope, monitoring contracts, guiding the QS activities such as preparation of project cost estimates, cost plan and pre- tender estimates, creating and managing the master budget control, cooperate with design team to develop and manage Possible VE list, collect possible tenderers and guide pre- qualification process, review and process progress requests for payment, ensure that works are properly coordinated and carried out following contractual obligations and owners’ instructions, prepare weekly, monthly and other reports as required.
DUTIES and RESPONSIBILITIES
1. Cost Estimation & Budgeting:
- Prepare cost estimates, budgets, and feasibility studies for projects.
- Assess material, labor, and equipment costs.
- Conduct value engineering to optimize project expenses.
- Knowledgeable in Vietnam Norms cost estimate
- Prepares cost estimates for HVAC, electrical, plumbing, fire protection, and ELV systems.
- Develops detailed Bills of Quantities for MEP packages
- Prepare Financial Cost Report
2. Tendering & Procurement:
- Collect possible tenderers list and guide pre- qualification process
- Prepare and evaluate tender documents, contracts, and bills of quantities (BOQ).
- Assist in selecting contractors and negotiating contracts.
- Manage procurement processes, including supplier and subcontractor assessments.
3. Contract Administration & Compliance:
- Draft, review, and manage contract agreements (Consultant Contract and Construction Contract)
- Review contract terms presented by consultants and contractors and negotiate our position to advantage or fairness
- Coordinate with PM and PD to make certain that the terms, conditions and deliverables properly address the needs of the project and are properly and adequately conveyed and agreed in the contract
- Advise and assist in resolution of contractual disputes
- Make certain changes in legislation implemented as required on the projects
- Ensure compliance with legal, financial, and regulatory requirements.
- Handle variations, claims, and disputes in contracts.
- Prepare Interim Payment Certificate of Consultant and Contractor
- Monitor the fulfillment of insurance requirements by both the company and the contractor - reconcile coverage to make certain coverage is complete
4. Cost Control & Financial Management:
- Monitor and control project costs to prevent budget overruns.
- Insure project cost controls are properly monitored and actions are timely
- Conduct regular financial reporting and cash flow forecasting.
- Certify progress payments and final accounts.
- Monitor and report on market costs (e.g., concrete, rebar, glass, aluminum, etc.)
5. Risk & Value Management:
- Identify potential risks and recommend mitigation strategies.
- Conduct cost- benefit analysis and advise on cost- saving solutions.
- Ensure value- for- money solutions in project execution.
6. Collaboration & Reporting:
- Work closely with project managers, engineers, architects, and contractors.
- Prepare and present financial and progress reports to stakeholders.
- Attend project meetings and provide financial insights.
- Liaise with internal legal on all legal matters
- Prepare weekly, Monthly and Quarterly reports
- Participate in providing the close out report detailing all the information and data related to the commercial of the completed project.
- Graduate of University with minimum Bachelor of Science degree.
- Has been directly involved from the start until completion of the design and construction of at least ten (10) mixed use projects over 200,000 sqm in floor area.
- At least ten (10) years of continuous experience working in a lead position in a similar role
- Strong knowledge of construction contracts (e.g., FIDIC White, Green and Red Book)
- Proficiency in cost estimation software (e.g., CostX, Bluebeam, or Candy).
- Analytical and problem-solving skills.
- Excellent negotiation and communication abilities.
